The Maryland State Advisory Committee to the U.S. Commission on Civil Rights was established in accordance with the federal Civil Rights Act of 1957 (sec. 105(c)). Since 1957, the Committee has advised the U.S. Commission on Civil Rights about discrimination or denial of the equal protection law based on race, color, religion, sex, age, disability, or national origin, including voting rights violations. The Committee also keeps the U.S. Commission informed about the administration of justice in Maryland (P.L. 98-183).

Although the Committee has no enforcement authority, it refers civil rights complaints to appropriate federal agencies. Persons may submit civil rights complaints by mail or:

The Committee is served by the Eastern Regional Office. The Office coordinates Commission operations in Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, West Virginia, and the District of Columbia.

Committee members are appointed to four-year terms by the U.S. Commission on Civil Rights. Members must be Maryland citizens. They receive no compensation.
